THE MASSEY CABINET.

The Massey Cabinet in New Zealand, says uLife," is showing fine qualities. It plainly has ideas, and courage to carry them out. It is the first of all the Australasian Governments to make arbitration effective by dealing firmly with offences against the awards of tho Arbitration Court on the part of tho men. In the Waihi trouble nearly fifty strikers, who tried to prevent free labourers taking their places, Averc, sent to j?aol, and the attemj t to organise a general strike by way of protest failed badly. New Zealand has tried many ex periments'in land legislation, but the Bill iotioducedby Mr Massey has some original features, It draws into friendly partnership the owners of large estates, and settlers who wish to buy small farms ; and the academic plan of a perpetual lease is frankly surrendered in favour of a freehold title. The Massey Government is supposed to be Conservative ; i nd yet it is making a courageous effort to reform the Legislative Council, and to givo it a representative, instead of a nominee, .basis. Mi Massey, in a word, is carrying out a large and coxirageous policy—with some original features-—on the basis of a very narrow majority ; but his majority will grow bigger in the degree in which his policy com.-, mends itself to general public opinion.
