LAST MEETING OF OLD BOARD.
The last meeting of the old members of the Town Board was held on Monday evening:. Present Messrs J. Stewart (chairman). J, McLeod, J. Wilson and A. Becroft. The minutes of previous meeting were read and confirmed. i; Accounts. Accounts amounting to £18 4s 9a paid between meetings were passed, and accounts amounting to £77 11s 2d were passed for payment. One ac~ count being left for the chairman to adjust. Bank Balance per Pass Book 306 5 7 Outstanding Cheque 2 15 0 309 0 7 Less Cemetery Account 9 5 8 £299 14 11 Bank Balance last meeting 321 9 5 Expenditure since 22 17 3 344 6 8 Less Receipts 44 11 9 £299 14 11 Drainage Accounts, The Clerk reported that £1036 had b^en expended ; No, 1 debenture of £1032 had been received from the Government: Last month's accounts amounting to nearly £400 were passed for payment. Mr McLeod said the earthernware account had been running on without authority. The Chairman : According to resolutinn specifications were on the table. Mr Wilson would not use anything but concrete if the ground was suitable. . They did not know now what pipes would be required. Mr McLeod: The matter should now be left for the new Board, as it was too late for this Board to deal with now. It should have been done in the first place. Mr Becroft: If pipes were required tenders should have been called. He contended that the way the business had teen carried out during the past two years was no credit to the Chairman, and continued to point out different things that had been done, that were unbusinesslike. The Chairman (Mr Stewart) rose from his seat and said he was not going to remain at the meeting to be bickered at by the whole Board, the two years which he had been Chairman had been the worst two years of his existence. He then collected his papers and left the "building. Mr McLeod : lam sorry you are going because you have heard nothing to what I was going to tell you. The door closed and. members looked at the vacant chair, whereupon Mr Becroft moved, That Mr McLeod take the Chair, Mr Wilson seconded. Mr McLeod took the chair, and proceeded with the busiuess. A letter signed by Messrs McLeod, Becroft and Wilson, notifying the Chairman, Mr Stewart, that they would not recognise or pass any accounts for pipes, etc., ordered by"him, without the sanction of the Board having first been obtained, was read. The Chairman (Mr McLeod) ex plained the letter. He also alluded to the cement contiwt which the Board had referred to Mr Wilson, the Engineer, but which had been let without again coming before ihe Board. XOTIOE OV MOTION*. The following Notice of Motion was read from Mr Jam^s Stewart; —" That the resolution of the 1 !)t,h August reading—Proposed by Mr McLorxl, seconded by Mr" Becroft 'That the control of the Swing Bridge should ho handed over to the Waitemata • County Council,' be rescinded." " ] Mr McLood ruled the notice of mo~ tion out of order, as this Board would be out of office, and there would be no Board to deal with it. ACIKEEMEXT. The following was read from the Waitemata County Council, asking that it be signed and stamped with Ihe Board's seal:—Agreement—ln tho matter of the "Public Works Act Amendment Act, 1908," (Section i2), &vA the control of the Helensville Swing-Bridge, The Heieusvillo SwingBridge crosses the Kaipara River at Helensville, and is a boundary bridge between the Helensville Town District and the Waitemata County. It has been mutually agreed between the Helensville Town 13oard and the Waitemata County Council that the control of tho Bridge shall be vpsted in the Waitemata County Council and that the cost of the maintenance of the Bridge shall be borne equally by the two Local Bodies. We now request that a Governor's warrant be gazetted giving effect to the above agreement. Mr McLeol said that the bridge was the birthright of Parkhurst, and he had plenty of evidence to bring before the Commissioner to prove that the County should have control, and the voucher before them was all that was necessary. He was satisfied b} 7 what tho people said on the other side and this side of the river that a new bridge was required. He still had. £2000 for a new bridge if the Board paid half interest. One Board or the other should have control. He moved " That th« agreement should be signed, handing over control of Swing Bridge to the Waitemata County Council." Mr Becroft seconded the resolution. Mr Wilson also supported the motion and it was. carried, the members signing their names and the seal placed thereon. UENEHAL. Mr McLeod asked if there was a bill of charge from Mr Munro Wilson in connection with specifications drawn by him for a new bridge on a new site.
Mr Becroft asked if the rate bills had been sent out. The Clerk stated other work had kept them back, but. they would be out within a week,
Mr Beei-oft: There are a good num* ber of new buildings in the town that should be properly rated.
Mr McLeod : It would be advisable to see if the Valuer could come to the district and value new houses, etc. After a short discussion he moved * " That Mr Becroft be asked to assist the Clerk in getting the fresh values." _ Matters in connection with the polling were arranged, and the meeting terminated, after the minutes of a special meeting had been confirmed.
