The committee of the Imperial Inatitute have invited the Agents-Generai to meet them for the purpose of discussing points on which a disagreement has arrived. These include the question of the control of the different courts, which the Agents-Generai claim.
The Duke of Cambridge is taking an active share in promoting the Adelaide Exhibition.

Mr John Morley addressed a public at Hawick last night. He declared the outlook of Ireland at present was very had, and social order in that country and the settlement of the land question were not obtainable without Home Rule.

Leading Russian journals continue to comment in an angry spirit upon the speech recently delivered by Count Kalnoky relative to the Bulgarian question, and some of the most influential of them exhort the Government to demand from Count Kalnoky an explanation of the meaning that is to be attached to his offensive statement. November 18.
The situation in Bulgaria remains practically unchanged, but rumours are in circulation which give colour to the prospect of an early and peaceful settlement. It is reported that Baron de Stael in London will shortly relinquish the charge of affairs there for the purpose of enjoying an indefinite holiday. It is believed in official circles that Baron de Stael’s withdrawal from London is in some manner connected with the difficulties that have arisen in Bulgaria. There is a steadily growing belief abroad in official circles that an amicable international settlement will be effected in connection with the Buigarian question.

It is possible that a Conference of the Great Powers will shortly bo convened for the purpose of discussing the situation.
It is understood that the Great Powers approve of the nomination of the Prince of Mingrelin for the vacant throne in Bulgaria.

The Times considers that the extensile naval pieparations now being carried on by' Russia indicate an intention on the part of that Power to make a bold move shortly.
