(Received November 21, 11 a.m.) Sydney, November 20. A petition praying for the dissolution of Parliament, signed by 20,000 persons, has been presented to the Governor, but his Excellency declined to grant a dissolution at the present time. (Received November 22, 1.15 p.m.) November 21. Sir Patrick Jennings, addressing a meeting of his constituents at Dubbo last night, dwelt at some length on the policy of the Government. He announced that the Land and Income Tax Bills woold be agaiu introduced. Bills would be also brought forward fm the amending laws relating to Land, Local Government, Irrigation, and Civil Service. A sch'-me was being discussed for the thorough retrenchment of the Civil Service. Arrived, the steamship Rotomahana, from Auckland. (Received November 22, 1.45 p.m.) Melbourne, November 22. Arrived, the P. and O. steamship Shannon, from London, with mails to 15th October. The Argus to-day states that the Postal Conference has decided to adhere to the previous basis agreed upon for the postal contract, namely, payment of carriage of mails by weight, and call for fiesh tenders for the service. The details of the proceedings of the conference are not, yet made public.
