SPEECH REGARDED BY RUSSIANS AS A

Kanoky’s speech to the Hungarian Delegation in reference to the crisis in Eastern Europe is much resented in Russia, and generally interpreted as a menace to this country, [special to press association.] London, November 6. Russia declines to recognise the treaty between Servia and Bulgaria. A number of Bulgarian Deputies have telegraphed to Mr Gladstone, asking for sympathy and assistance. November 7. The Bulgarian Regency, feeling they have been deserted by the Powers, are expected to arrange-with Russia. November 8. The Press generally comment on the absence of any reference in the speech of the Emperor of Austria before the Reichstadt to an Austro-German alliance. The speech has been somewhat icily received in Vienna, and has created a serious impression in Berlin. The St. Petersburg Novosti states that there is an increased feeling of danger regarding continental affaire. November 9. Replying to the Bulgarian deputies, who applied to him for sympathy and assistance, Mr Gladstone aaid the Earl of Iddesleigh represents the sentiments of England towards Bulgaria. November 10. The Marquis of Salisbury has stated that England’s immediate interests are not engaged in the Balkan dispute, and ho expresses the opinion that the judgment of Austria will carry enormous weight in the councils of Great Britain. He adds that England will act without allies if her interests aie endangered.
