White, who succeeded Sir Edward Thornton as British Ambassador to the Court of the Sultan, presented his credentials to the Sultan to-day. In doing so he expressed the hope that the old friendship which existed between England and Turkey would continue and be increased. The Sultan graciously responded, declaring that he reciprocated the friendship of Queen Victoria, who had been his old friend and ally. (Received November 5, 5 p.m.) London, November 3. Mr Edward Stanhope, Secretary of State for the Colonies, has made a statement to the effect that Sir Arthur Havelock, Governor of Natal, effected an agreement with the Boers whereby England shall establish a protectorate over Eastern Zulnland which shall be reserved to the Zulus, and Boers shall retain Western Zulnland. A settlement with regard to the New Hebrides has not yet been arrived at. Negotiations are proceeding between the British and French Governments for the purpose of coming to an arrangement in regard to these islands which shall not be opposed to the previous convention, and which shall also define the mutual agreement of the two Governments relative to the New Hebrides. Sofia, November 3. It is now stated that the sailors who were landed from Russian war vessels at Varna were only proceeding home on furlough. Washington, November 3. The Congressional elections have been carried by the Democrats by a much reduced majority.
