[REUTERS TELEGRAMS.] By Electric Telegraph.—Copyright. THE RUSSIAN PRESS ON THE OCCUPATION OF BULGARIA. (Received October 14, 1.43 a.m.) St. Petersburg, October 12. The Moscow Viedoraosti publishes articles to-day in which it urges the occupation of Bulgaria by Russia. It declares that Russia still remains free to act, and has no need to listen to the wishes of other Powers. >—•—< [SPECIAL TO MELBOURNE AGE. | London, S-ptember 28. A rumour, which in diplomatic circles is generally understood to be well founded, has gained currency that Russia has been conducting secret negotiations with France, with the object of formiug an offensive alliance against Germany. It is stated that Ras«ia offered to declare war against Germany on a guarantee being given that the active support of France would be given her. The report further states that the negotiations were discovered by Bismarck, who by his energy succeeded in frustrating the contemplated alliance.
It has transpired that efforts are being made by the French and Russian Governments to compel Great Britain to evacuate Egypt. Germany, it is .'itnted. has bc.'n invited to co-operate in the demand for the British evacuation oi (hat tenitory, but the invitation was declined.

General Kaulbars is openly tampering with the Bulgarian army, and urging the population to rebel, but his reception at Plevna and Ratza was of a very frigid character. October 10. The efforts of General Kaulbars to incite treason iu the Bulgarian army have failed, and Rassian meetings are everywhere conducted with a great amount of danger. Bulgaria has been compelled to accept Russian loans. Russia has proposed a union between Roumelia and Bulgaria, under a king, if Bulgaria submits. October 11. A plot to provoke a rebellion in the chief centres in Bulgaria on the 15th inst., as a prelude to Russian occupa. tion on the 9th November, has been discovered. Russia is massing her troops at Odessa and Bessarabia. High officers stationed along the Austrian and Roumanian frontier declare that the occupation of Bulgaria by Russia is a certainty. The Cznr is in a state of nervous excitement.
