PROPOSAL FROM AUSTRIA TO THE POWERS. (Received October 5, 1.5 a.m.) Sophia, October 3. The Regency, in replying to the Russian ultimatum demanding the adjournment of the elections for the Grand Assembly, and the release of the prisoners implicated in the arrest and deposition of Prince Alexander, have expressed their willingness to comply so far as Bulgarian laws will permit. General Kaulbars is not satisfied with this, and insists on a more precise answer. (Received October 5, 2.50 p.m.) October 4. A mass meeting was held in this city today to protest againut the demands of Russia, in regard to the future government of Bulgaria. General Kaulbars was present and proceeded to harangue the meeting, but was shouted down, and he left the hall; but before doing so he warned those present not to disregard the advice of Russia. (Received October G, 1 a.m.) October 5. General Kaulbars, who is at present on a tour through Bulgaria and Roumelia, has given formal notice that the election for the Grand Sobranje will be illegal. (Received October 5, 2.50 p.m.) Vienna, October 4. The Austrian Government recently made a proposal to the other Powers for a conference to be held in order to arrive at a settlement of the Bulgarian difficulty. The German and Russian Governments have, however, replied declining the proposed conference. [special to press association. London, October 3. The difference between General Kaulbars and the Regency of Bulgaria is relaxing, and both parties are moderating as to the terms of agreement. Merchants in Moscow are complaining of the stagnation of trade, and it is thought foresee war. It is believed that Austria will fight only if Bulgaria resists.
