BOROUGH COUNCIL.
The ordinary meeting of the Borough Council was held in the Town Hall on Thursday evening; present—His Worship the Mayor (H. Burger, Esq.), and all the Councillors, viz, Messrs Anderson, Killeen, Ziegler, Jorgensen, Fitzsimmons, Maloney, M'llroy, Olden, and Mulvihill.
The minutes of the previous meeting were read and confirmed.
The outward correspondence was approved of, and the inward read and received, and considered.
Messrs M'llroy, Ziegler, and Olden, the re-elected councillors, made the usual declaration, and took their seats. CORRESPONDENCE. Letter from Messrs Louis and Herring re their contract, and asking for an extension of time.—lt was resolved that the attention of these contractors be again called to the specifications, which cannot be altered, and they be urged to get the work finished as speedily as possible. From the same, asking for progress payment. It was resolved that the sum of £34 be passed for payment for work done on the Borough Reserve. BOUNDARY ROAD. A letter was read from Mr Thos, Ke.r, County Engineer, stating that he had no objection to Mr Rodgers supervising the boundary road contract; and that ho would instruct him to do so.
A motion was accordingly made by the Mayor, seconded by Mr Zeigler “That Mr Rodgers be appointed to supervise the contract for making the boundary road.”
Ci. Mulvihill moved as an amendment—“ That Mr Kerr’s offer to allow Mr Rodgers to superintend the contract for the boundary road be declined, and that the Public Works Committee supervise the work.” He did not approve of referring a work being carried out by the Borough Council to the inspection of the County Council’s servants. He considered it a reflection on the ability of the Borough Public Works Committee.
Cr. Olden seconded the amendment. He did not gee that it was necessary to call in the assistance of the County Council to inspect work under contract to the borough. The Mayor pointed out that the Borough Council had adopted specifications for the work prepared by the County Council ; the County Council were to share in the expense of making the road j and that body had an equal right to supervise the work done, and to see that it was done to the satisfaction of the County Council as well as to the Borough Council. Crs. Killeen, Jorgenson, and others also spoke in favour of the original motion. “
Upon the amendment being put, the Mayor declared the voices in a majority against it.
Cr. Mnlvihill called for a division, winch, upon being taken, resulted as follows Ayes 2-Crs. Mnlvihill and Olden ; Noes, B—The Mayor, Crs. Anderson, Zeigler, Fitzsimons, Killeen, M'llroy, Jorgensen, and Maloney. The original motion was then put and carried.
A letter fmm Mr Blackney, concerning a culvert, was referred to the Public Works Committee to report. From Or. Jorgensen, tendering his
resignation as a member of the Public Works Committee.—Resignation accepted.
From Borough Returning Officer, notifying election of three councillors.— Received. From Treasury, notifying remittances to credit of borough of £1 13s, gold revenue for July, and £lO4 16s 9d, subsidy under “The Local Bodies Finance and Powers Act, 1885.”—Received. From Bank of New Zea’and, notifying amount of gold sold at the Bank between July 20 and August 19, obtained in tho borough,—Received. PUBLIC WORKS. The Town Clerk read the Public Works Committee’s Report, dated 9th September, as follows : “Resolved—“ That the work of grubbing the Borough Reserve be certified to, and account recommended for payment.”
“Tho Committee recommended—- “ 1. That the Council have one chain wide felled outside the grubbed ground of Borough Reserve, for a distance of about seven chains. “2, That a fence be erected near the Beach road round the grubbed ground, a distance of about 20 chains, more or less j and that the Town Clerk prepare estimates and specifications for the guidance of the Council. “3. That the sum of £4 6s be paid to John Garvin for work done on the boundary road. “ 4. That the day-labour man bo instructed to lower the water-table from Saw-mill Creek to the Recreation
Ground. “5. That the amount of balance due to R. Toms on contract for felling on centre of Borough Reserve be paid. “ 6. That the Inspector be instructed to make estimate of work done on the felling contract by Louis and Herring. “7. That the Inspector be instructed to report on Morgan’s contract for culverts.
“8. That tenders be called for gravel, the present contract having expired. “9. That the Council secure a right to sufficient gravel pits. “ 10. That Mr J, Gilbert have charge of the manuring and sewing the reserve.” The clauses were severally considered and adopted seriatim. FINANCE. The Town Clerk read the Finance Committee’s Report, It recommended payment of accounts amounting to £IBO 10s lid; that Mr M'Glone’s account be paid, subject to its being certified; and that the Council should not renew the annual retainer to the Borough Solicitor for the present. The report was adopted, and the accounts as recommended passed for payment. The question of arriving at a settlement with A. W. Quy and Co’s contract wa* referred to the Public Works Committee, to report to next meeting. The sum of £3O and deposit was passed for payment to R. Toms; and £59 15s to Jas. Morgan, subject to the work being certified to. STANDING COMMITTEES. The Mayor, by notice, moved—- “ That this Council do now take steps to fill the vacancies in the Standing Committees, caused by the retirement of councillors, as follow;—That the names of Crs. MTlroy and Olden be added to the Finance Committee; that the name of Cr. Ziegler be added to the Public Works Committee; and that the name of Cr. Olden be added to the Reserves Committee. The motion was carried, and Cr. Killeen appointed Chairman of the Public Worktf’Commiitee. Cr. Mulvihill was nominated to that position, but declined. rates. On the motion of the Mayor, seconded by Cr. Ma'oney, the question of the liability of the School Commissioners to pay rates was referred to the Finance Committee to report. The Council then resolved itself into a BOARD OF HEALTH. His Worship the Mayor and all the Borough Councillors were present as members. The Mayor moved—“ That Dr. James M'Brearty be appointed Medical Officer to the Board of Health ; subject to the usual fees.” The motion was seconded by Mr Maloney, and carried. It was resolved that a supply of chloride of lime be obtained for cases of emergency. Can’t Preach Good. —No man can do a good job of work, preach a good sermon, try a lawsuit well, doctor a patient, or write a good article when he feels miserable and dull, with sluggish brain and unstrung nerves, and none should make the attempt in such a condition when it can be so easily and cheaply removed by a little American Co.’s Hop Bitters.
