Stanhope, Secretary for the Colonies, at which lie strongly urged that an understanding should be come to with the French Government to fix a date for the withdrawal of the French troops from the New Hebrides. A large party of Indian and Colonial visitors proceeded to-day to Dover, where they were entertained at a public banquet and witnessed a series of naval manoeuvres organised in their honour. (Received August 23, 1 a.m.) Later. It is currently asserted that the French Government intends to retain the New Hebrides, pending the settlement of other matters in dispute between the English and French Governments. The debate on the Address-in-Reply was resumed in the House of Oommons to-day. T. P. O'Counor denounced the policy of the Oovernment. He denied that the rejection of Home Rule was irrevocable, and maintained that it was impossible for the Irish peasants to pay the judicial rents. Sir William Vernon-Harcourt condemned the proposal of the Government to deal with disorder in Ireland without redressing grievances. He ridiculed the idea of a similar form of local selfgovernment being given to England, Scotland, and Ireland. The debate stands adjourned until Monday. Fergusson, a supperter of Gladstone, has been elected for Leith by a large majority. Sir Matthew White Ridley, who was Financial Secretary to the Treasury in the last Conservative Government, has been elected for Blackpool, in place of Sir F. A. Stanley, President of the Board of Trade, who has been raised to the Peerage. Mr Gladstone leaves next month on a visit to i*av:-«i:.:>. the question, and that it is probable an Enabling Bill will be shortly introduced in the House of Lords before Parliament is asked to deal with an amendment of the Queensland Constitution Act. Australian mails per P. and 0. steamship Shannon, which left Melbourne on July 13lh, were delivered to-day, via Brindisi. Arrived, at Plymouth, to-day, the P. and 0. Company's steamship Tasmania, from Melbourne June 29th. Rio de Janeiro, August 21. Arrived, this morning, the steamship Tongariro, from Wellington July 30th. The New Zealand Shipping Company's steamship Ruapehu sailed this evening for Port Chalmers. New York, August 21. Seven men who were arrested in connection with the Lake Shore railway riots, at Chicago, in June last, have been tried and sentenced to death. (Received August 23, 1 a.m.) St. Petersburg, August 21. A latge passenger steamer in the River Volga has been destroyed by fire at Saratov, and 200 persons on board perished. (Received August 23, 1.35 p.m.) Constantinople, August 22. Prince Alexander, of Biulgaria, was taken prisoner yesterday at Widdin, while holding a review of the troops. His deposition has since been proclaimed aud a temporary Government formed by M. M. Zenkoff and Karaveloff (President of the Council of Ministers), who had been authorised to arrest and depose him. When seized, the Prince resigned quickly, and without resistance. No bloodshed occurred, and be has since been escorted out of the country. The event has created a great sensation at Sophia, the Bulgarian capital, and masses of people have, on bended knees, publicly implored the good-will of the Czar of Russia. The Russian agent at Sophia Ihs assured the populace ot the good feeling of his Majesty towards Bulgaria.
