Holmes, M.P. for Dublin University, gave notice of a motion to the effect, that the House is unwilling to vote money required for carrying on the Civil government of Ireland until informed of the policy of her Majesty's Government with regard to the maintenance of order in Ireland. The negotiations which have been proceeding at Bucharest have lengthened in the signature of a treaty of peace between Bulgaria and Servia. The treaty c insists of only a single article, simply declaring the restoration of peace between the two countries. Later. A conference composed of Ambassadors of the vaiious Powers represented at the Porte will be held here shortly, its deliberation being restricted to the consideration of tlie Roumeliau question. The Cable Companies now see their way to lower their charges on Press telegrams to Australia to 2s 8d per word, providing contributing colonies will give their assent to an extension of their tate to non-contributing colonies. The reduction will probably take place from April Ist. After several meetings with the Agents-General the Companies announce the reduction on public messages to 9s 4d unconditionally from July Ist. They will further redvico the rate to Bs, if seven colonies join extending the existing subvention from preseit unexpired term of fourteen years to twenty years.
