(Received February 24, 7.30 p.m.) London, February 23. The Foreign Office baa addressed a reminder to the French Government calling attention to the agreement in force betweeu the two countries in regard to maintaining the neutral position of the New Hebrides group in existence, which agreement France fully admits. Lord Granville has assured the Colonial Agents-General on the subject, and requested them to refer the question to the various Colonial Governments, as he says he can take no action without consulting them. The Hon. Mr Fowler hfls submitted definite proposals to the Australasian Colonies with regard to the establishment of a parcels post. San Francisco, February 23. The R.M.S. Mariposa, with the New Zealand Homeward mails, dated Auckland, February 2nd, arrived here to-day.
