(Received February 12, 10 p m.) London, February 11. The panic caused by the recent outrages has now in a great measure, subsided, and business has resumed its usual course. The Agents-Geneval meet at an early dale at the office of Sir Arthur Blytb, representative for South Australia, in order to discuss the position of affairs as regards the New Hebrides. He stated that her Majesty’s Government while gtanting considerable enlargement in autonomy to Ireland, would use vigorous measures in the maintenance of order, and defence of the rights of proper!v. For two hours a mob, numbering 5000 people, held the West End of London almost unchecked, Only
few arrests were made, the police alleging they were taken by surprise. A wanton and vindictive spirit was displayed by the rioters, who kicked provisions about the streets.
A mob in Washington territory, United States, forced some hundred Chinese to embark. The Governor assisted the mob by detaining a steamer.
Mr John Morley, speaking at Newcastle, announced that the Government would conciliate Ireland.

Replying to the welcome extended to him by the Agents-General on his assumption to the office of Secretary of State for the Colonies, Lord Granville expressed a hope that the Agents would assist the Crown to keeji sympathy with the Colonies. The Agents-General will hold a Conference respecting the New Hebrides on Thursday. Sir Charles Tuppcr, High Commissioner for Canada, will be present, as representing a pacific Power. Prince Nikita, of Montenegro, has ,g°ne on a visit to St. Petersburg. Mr Alexander Shipley has been appointed American Consul at Auckland. February 10. The Government will prosecute the leaders of the riot which took place alter the meeting of the unemployed. Russia is urging for a complete anion with Bulgaria.
