(Received February 9, 1 a.m.) London, February 8, Sir Farrer Herschell, Lord Chancellor in the new Administration, assumes the title of Baron Herschell on his elevation to the Upper House. Mr Edward Heneago has been appointed Chancellor of the Duchy of Lancaster ; Mr Osborne Morgan, Undei-Secretary for the Colonies; Sir W. Kay Sittlesvvon h, Undet-Secretary for India; Mr Broadhurst, Undersecretary fnv Home. Affairs; vu\d Mr Herbert Gladstone, Financial Secretary to the War Office. (Received February 9,2 p.ni.) Evening, A mass meeting of unemployed was held to-day in Prafalgar Square, when resolutions were adopted for an appeal to the Government and Parliament generally to take steps to remedy the existing distress. Speeches of a very inflammatory character were made, many of the speakers proposing socialist doctrines of a violent kind. The mob dispersed in a riotous manner when the meeting ended, and smashed a number of Club windows in Pall Mall. (Received February 9, 2.30 p.ni.) Later. The mob who were returning fiom the meeting of unemployed to day behaved in a most disgraceful wav, breaking into and comp’etely sacking establishments nf jewellers, wine sellers, and bakers, in Piccadilly and South Audley street, attacking and robbing occupants, smashing carriages, as well as tout passengers with rigourmen marched through Oxford street and Regent street, smashing windows as they passed along. The poljce were greatly outnumbered and were powerless to suppress the outrages. (Received February 9, 1 a.m.) Rangoon, February 8. His Excellency Lord Dufferin arrived hero to-day from Calcutta.
