(Received January 8, 1 a.m.) London, January 7. The weather is at present very in. clement and snowstorms of considerable magnitude have been general throughout England during the last few days. Constantinople, January 7. Moukhtar Pasha, Turkish Commissioner to Egypt, has forwarded an official report lo the Porte, in which he speaks in adverse terms of the present situation. In reference to the Roumelian question, the result is at present a complete deadlock. The European Powers are urging the Porte to submit to the proposals for a satisfactory settlement of the Balkan difficulty.
