The colonial mails via San Francisco, per steamship Zealnndia, from Auckland October 13, were delivered here yesterday, one day before contract time. [special to press association.] London, November 17. The French Radicals are furious at the refusal of M. Brisson to grant a plenary amnesty to the rebels in Tonquin and Madagascar. The desire to take active measures in those countries is considered to render the fail of the Cabinet inevitable. It is believed that, provided the Colonies agree to permanently contribute the £15,000 already promised towards defraying the present New Guinea protectorate, Great Britain will proclaim sovereignty over the territory there, and grant the usual constitution. The Melbourne Harbor Trust Loan was covered eight-fold, and the average is £lO5 7s Bd.
