News is to hand to-day of a revolution having broken out in Roumelh. The revolution is said to be f >rtunately of a peaceful nature, being unaccompanied l.y bloodshed. The inhabitants have, however, seiz 'd the Turkish Govornor(Jeneral Gavril, Aleko Pasha, and have issued proclamations declaring their union with Bulgaria. The Boume.Han armv has also taken the oath of allegiance to Prince Alexander, of Bulgaria, and is now occupying several strategic points on the Turkish frontier; and in consequence of these events the Bulgarian army has been mobilized. Roumelia —Eastern Roumelia, as it ia termed —is a province of the Otto-
man Empire lying immediately to the south of the Balkans, and a creation of the Berlin Treaty of 1878. It is inhabited mainly by Bulgarians, Mussulmans, and Greeks, and with several thousand Gypsies, Jews, and Armenians, has a population of 815,951 inhabitants. The province enjoys a complete autonomy in all the branches of the government of its interior; it is governed by an organic statute, elaborated by an International Commission, appointed by the seven Powers. The governor-general, who must be a Christian, is nominated for five years : Aleko Pasha whs appointed during last year, 1884 The Porte retains the right of defending the frontiers by fortresses garrisoned by Turkish troops. The province is divided into five departments, and these are subdivided into 28 cantons ; the former are governed by Prefects ; the latter by bail lis (a local militia). Bulgaria, with which principality iheßoumelians wish to ally themselves, is also under the suzerainty of Turkey, and, in like manner, had administrative autonomy conferred on it by the Berlin Congress of 1878. lb is governed by a Prince, elected by the National Assembly, whose appointment must be confirmed by the Porte, with the assent of the Powers, with a popular legislature and constitutional government. The first choice of the Bulgarians was the Prince of a cousin of the Grand Duke of Hesse, who was elected in April, 1879, and thereupon became Alexander I. of Bulgaria. Bulgaria has a population of 2,000,000 inhabitants. It contains the five famous fortresses of Widdin, Rust chuck, Silistria, Schumla, and Varna, and has a regular army of 80,000 men on the war-footing. Sophia is the capital, and has a population of 24,000. The Berlin Congress decided that the military importance of Bulgaria should be decreased by the demolition of all its fortresses, but we believe this part of the Treaty has not been carried out.
