RUSSIAN DEMANDS
It seems to be generally believed in Vienna that the Russian Government is .stipulating for the establishment of a diplomatic mission at Cabul, and that it has offered objections to the inspection and fortification of Herat by English officers. The language of Russian semi-official newspapers is also quoted to show that the complete neutrality of Afghanistan now forms the basis of the Russian demand, and that the British Government is being pressed to give assurances that no English officers shall in any circumstances be permitted to lend assistance to the Ameer for the fortification of any part of his dominions. Among Russians in high position it is being openly said that there can be no guarantee for permanent peace unless England agrees to renounce for the future all interference in the affairs of Afghanistan, and that, in fact, such a renunciation is the only pledge which England can offer in response to the promise that there shall be no further advance on the Russian side. *
