EMPEROR WILLIAM’S HEALTH. (Received June 1, 0.30 a.m.) London, May 30. The Agents-General for the Cape of Good Hope and the Australian Colonies have presented a joint petition to the Hon. H. C. E. Childers, Chancellor of the Exchequer, asking for a reduction in the wine duties, in spite of the fact that a rupture has occurred in the negotiations on the commercial treaty with the Spanish Government. Replies to the proposals of the English Foreign Office were received yesterday, and the contents have been made public. An arrangement has been come to that Maruchak and Zulfikar Pass will remain in possession of Afghanistan, and the work of the Commission only includes details on delimitating, the main points having already been fixed. The project which was set on foot to establish a Hospital at Port Said as a memorial to the late Genera' Gordon are abandoned, and the committee which have charge of the subscriptions are now considering to what use the funds may be put.
