THE PROSPECTS OE PEACE. THE ANGLO-RUSSIAN AGREEMENT OF 17th MARCH. TRANSPORTS FOR CONVEYANCE OF TROOPS TO INDIA. (Received May 4, 2.15 a.m.) London, May 2. The Daily News to-day states that the prospects of peace are improving, and that Government has learned that the Czar is earnestly desirous of peace. It further states that the Czar has expressed his willingness to submit to arbitration the question whether the despatch sent to him by the British Government on March 17th has been misconstrued by him or not.

[The following is the agreement referred to, as cabled on 18th March u In reply to a telegram to the Russian Government requesting it to confirm the agreement recently entered into with Councillor de Staal (the Emperor’s Ambassador in London) to the effect that no further advance of troops should take place on either side in Afghanistan, M. De Giors, the Russian Minister of Foreign Affairs, had replied that the Russian troops would not advance unless the Afghans diet so, or unless troubles occured at Penjdeb, near which place the Russian troops were now encamped.”]

May 3. Eleven transport steamers have been chartered by the Government to convey troops to India ’ in addition to which 2,000 men will embark in the regular mail steamer. °
