THE OUTBREAK OF WAR BETWEEN RUSSIA AND AFGHANISTAN.
[REUTER'S TELEGRAMS.] By Electric Telegraph—Copyright. GENERAL LUMSDEN'S REPLY RE PENJDEH AFFAIR. AGGRESSIVE ACTION OF THE RUSSIAN COMMANDER. (Received April 22, 10.30 a.m.) London, April 22. The statements made last night in the House of Lords and Commons by Earl Granville and Mr Gladstone respectively are to ihe effect that the Government were in receipt of the reply of General Lumsden to the communication -which had been addressed to him, asking for a full account of the recent hostilities near Penjdeh, but that his acoount differed very seriously from that supplied to the Russian Government by General Koraaroff. (Received April 23, 1.30 a.m.) Evening. From further particulars which have transpired regarding General Lumsden's reply to the British Government, it appears that he places considerable emphasis on the patient bearing of the Afghan troops, and states that the conflict was entirely due to the aggressive Russian Commander.
