(Received April 19, 4 p.m.) St. Petersburg, April 18. It baa transpired that in the late despatch to the Government, General Komaroff announced that when Penjdeh and the posts in the neighborhood were evacuated by the Afghans and the latter fled to Herat, he deemed it expedient to place Penjdeh under temporary Russian administration. London, April 18. The Standard states to-day that the Ameer of Afghanistan is indisposed to press his claim to Penjdeh, and expresses the belief that everything demanded by Russia has been conceded except Zulfika, which remains Afghan territory. April 19. The rumour than a peaceful settlement of the existing difficulty between England and Russia continues to be rife, but so far nothing of a definite nature has yet transpired as regards the situation.
