THE AMEER OF AFGHANISTAN AND THE BRITISH. (Received April 8, 1.5 a.m.) London, April 8. The Prince and Princess of Wales, accompanied by Prince Albert Victor, left for Dublin last night. The Melbourne mails of 26tb February, via Brindisi, were delivered yesterday. Paris, April 8. A telegram is received from M. Patenotre, the French Minister to China, announcing that the Chinese Government have ratified the conditions of peace with France drawn up by him. M. Brisson, the new Premier, declared last night in the Chamber of Deputies that the Government would insist on the fulfilment of the treaty of Tientsin, and failing a satisfactory result to the negotiations now in progress war would be vigorously prosecuted. A balance credit of 200,000,000 francs for the military expenditure in Tonquin, towards which 50,000,000 francs have been already voted, was passed by the Chamber of Deputies last night. Rio de Janeiro, April 6. The New Zealand Shipping Company’s Royal Mail steamship Rimutakn, from Lyttelton, March 15th, arrived yesterday, en route to Plymouth. The frozen meat in is good condition. (Received April 9, 11 a.m.) Bombay, April 8. Earl Dufferin held a durban to-day at Rawal Pindi. The ceremony was of a splendid character and largely attend by influential Native Princes. The Ameer of Afghanistan made a speech in which he expressed gratitude to the Queen for favours, and stated that the Afghans would join firmly with the British in resisting any external enemies. [special to press association.] London, April 1. The reception ceremony of the Ameer of Afghanistan was somewhat marred by wet weather. The Bank of Southern Australia proposes to transfer £50,000 from the reserve fund to meet a possible loss.
