It is announced that General Bonlange, the present French commandant at Tunis, has been appointed to the supreme command of the French forces in Tonquin, and will leave shortly for that country. (Received April G, 0.40 a.m.) April 4. It is considered doubtful if China will accept the terms of peace proposed by M, Ferry, as the recent negotiations for a peaceful settlement, commenced by M. Patenotre, the French Minister in China, was of an entirely informal character.
