In view of the present emergency in foreign affairs, Government are chartering vessels belonging to the principal steamship lines to act as armed cruisers, if occasion should require. The Daily News publishes a despatch from its St. Petersburg correspondent siating that the reply of the Russian Government to Granville's communication of the 16th inst,, is now on its way to London, and further, that it is couched in conciliatory language, and likely to lead to a pacific settlement of the difficulty. (Received March 31, 1; 10 a. m.) " Paris, March 29.. Advices from Tonquin state that the French have been greatly outnumbered in their recent engagements with the Chinese, and have been compelled to evacuate Langson, which place they recently occupied. ' General Negrier, who has charge of the operations, ' has been severely wounded. General Brieie de Lisle, commander-in-chief, has applied to Government for further reinforcements: (Received March 31, 1 p.m.) ..March 30. consequence of General Brier de Lisle's- request for reinforcements for Tonquin,.the Premier, M. Ferry, will ask the Chambers to vote 200 million francs credit for military operations in that country. (Received March 31, 3 p.m.) March 30. In the Chamber of Deputies to-day the division took place on the motion for further credit for military operations in Tonquin, with the result that the Government was defeated. The Premier, Jules Ferry, accordingly placed the resignation of himself and colleagues in the hands of President Grevy. Per Merchant Shipping and Underwriter's Association:— London, March 28.
