to the effect that questions of the greatest delicacy are now pending with Russia, and deprecated any inquiries on the subject. The Marquis of Hartington, in the House of Commons to-day, confirmed the statements which have been current that it was proposed to increase the standing army, but added that the number of additional men was as yet unsettled.
