(Received March 7, 1.30 a.m.) London, March 5. After an interview with Granville and Councillor de Stan), Russian Ambassador. the Hon. W. E. Gladstone made a statement in the House of Commons
to the effect that questions of the greatest delicacy are now pending with Russia, and deprecated any inquiries on the subject. The Marquis of Hartington, in the House of Commons to-day, confirmed the statements which have been current that it was proposed to increase the standing army, but added that the number of additional men was as yet unsettled.
