COMMISSION ON NEW GUINEA AFFAIRS.

(Received February 14, 1.30 a.m.) London, February 12. A Commission on New Guinea affairs, and claims of German subjects on Fiji, will shortly meet in London,

London, February 9. The claims of Victoria against the Oriental Bank estate have been settled. The Agents-General, pending the issue of a Blue Book, are unable to advise their Governments regarding the German White Book issued on the New Guinea question.

The Agents-General have cr.bled to their respective Government tho postal proposals which have been formulated by the British postal officials relative to England obtaining a larger share of Colonial postages. One of the causes of the cloadlocdc at the Lisbon Postal Conference is that Germany is opposed to Australia being represented, fearing that such representation would increase British influence at the Conference. February 10. The French authorities intend to relegate 30,000 recidivistes. February 11. . The Hon. J. B. Thurston, speaking at a meeting of the Royal Colonial Institute, advocated New Zealand annexing Fiji. Sir F. Napier Broome, Governor of Western Australia, will read a paper on “ Perth ” at the next meeting of the Institute.

The Chinese have closed the river Min against the French. The Anarchists are causing some trouble in Paris by the excesses committed by them.
