In tlie course oi an address at a meeting at the Empire Club last night, Sir Saul Samuel, Agent-General in London for New South Wales, expressed the opinion that federation was was a delusion. He deprecated the formation of fleets of war and vessels by individual colonies, and declared that the Imperial Government ought to undertake the maritime benefit of the Colonies, the latter paying the cost of their naval protection. The Homeward mails via San Francisco, dated Auckland, December 9, were delivered yesterday. [special TO PRESS ASSOCIATION. 1 London, January 12. The English Government have refused to allow New Zealand to annex Samoa, England and Germany having agreed to maintain the freedom of Samoa and Tonga. England also permits France to have a conditional tenure of the Island of Raietea. Obituary—Patrick J. Smyth, M.P. for Tipperary. The Marquis of Lome supports Earl Grey in the suggestion that all important federation questions should be referred to a council. Sir Saul Samuel has joined the Committee of the Federation League, January 14, The new steamer Civet, for the Illawarra and Bull! Shipping Company, New South Wales, sails for her destination to-morrow.
H.M.S. Gannet, which is to augment the Australian squadron, will be detained at Malta two months, as it has been necessary to fit her with new furnaces.
