An important conference attended by numerous British and Colonial representatives sat to-day to consider the situation of affairs in South Africa. Among the principal speakers were Sir William M‘ Arthur and the Right Hon. W. E. Forster, both of whom strongly urged that the Imperial Government should take steps to enforce the provisions of the convention concluded with the Transvaal Republic in 1881. The English and German Governments are now discussing the question of the appointment of a mixed commission to adjudicate on the conflicting claims of English and German subjects at Angra Pequena, on the west coast of Africa. Capetown, October 10. The Transvaal Government has decided to withdraw its protection from Montsivia, the native chief who for some time past has been prosecuting hostilities against the Boers in Bechuaualand. (Received October 10, 10.10 p.m.) Rome, October 9. A cyclone of unusual force passed over the island of Sicily yesterday, and did an enormous amouut of damage. Its effects were felt most severely at Catania, a town on the east coast, and hundreds of the inhabitants there have been killed and wounded. (Received October 11, 10.40 a.m.) Berlin, October 10. The German Government has invited the Powers interested to send delegates to a conference to be held in this city in November next to consider the best means to secure freedom of commerce on the Congo and Niger Rivers, West Africa.
