Arrived, the steamship John Elder, from Plymouth. Melbourne, July 9. In the Legislative Assembly last evening, the resolutions of the Sydney Convention were again under consideration when the Hon. H. J. Wrixon moved a series of amendments modifying the constitution and functions of the proposed Federal Council, especially in the direction of providing for the representation of the various colonies on the Council on the basis of population. After discussion, the amendments were rejected by a large majority.
The Hon. Janies Service has given, notice of motion for an address to the Queen embodying the Convention’s resolutions.
(Received July 10, 0.55 a.m.) It is understood that Sir Henry Loch will not arrive here until Tuesday next. In the Legislative Assembly this evening, the motion for an address to the Queen praying that her Majesty would cause to be submitted to the Imperial Parliament a measure providing for the constitution of a Federal Council for the Australian colonies was carried unanimously. The Ministerial Laud Bill was introduced in the Assembly to-night. The resolution in favour of the establishment of a Federal Council was moved in the Legislative Council this evening. (Received July 10, 11.10 a.m.) July 10. In the Legislative Council last night the resolutions of the Sydney Convention, after a brief debate, were adopted unanimously. Arrived, this morning, the Rotomahana. (Received July 9, 9.32 p.m.) Hobart, July 9. Sir, H. B. Loch, Governor elect of Victoria, arrived here to-day. His Excellency will reach Melbourne on Friday, 11th inst. Arrived, the steamship Ruapehu, from London. (Received July 10, 0.55 a.m.) The question of establishing a Fed- - eral Council was brought up for discussion in the Legislative Council td-night. and a motion in favor of the same-is now under consideration. (Received July 10, 1 p.m.) July 10. The Legislative Assembly have passed a resolution in favor of Australasian federation. A Ministerial bill has been introduced into the Assembly providing for reform in the parliamentary franchise in this colony. Sydney, July 9. Sir Wm. Jervois arrived here to-day by the Wakatipu, (Received July 10, 11.10 a.m.) An anti-federation motion was under discussion in the Legislative. Council last night. The Hon. W. B. Dailey made a fine speech in opposition to the motion, and warmly supported annexation, The debate was finally adjourned.

Taylor, member for Mudgee, was guilty of most disorderly conduct in the Assembly on Tuesday night, and had to withdraw his words and apologise. John Adams who shot his wife, and absconded, has been apprehended and remanded for a week. Adelaide, July 2. South Australia has expressed its willingness to contribute towards the maintenance of the High Commissioner of the Western Pacific, provided the subsidy be in proportion to the population of the colony.
