In reference to a telegram received from our Wellington correspondent on Tuesday last, concerning the interview Messrs Fitz Gerald and Seddon had with Mr Rolleston, Minister of Mines, on the subject of the sludge-channel regulations, and in which it was stated “ that Government insisted particularly

on the certificates under clause 5 being given up,” Mr Gow, the Manager of! the Kumara sludge-channel, doubting the correctness of the statement, in forms us that he telegraphed to Mr Gordon for an explanation, and, in reply, received the following from the Mines department:— “ To John Gow, Esq., Kumara, “In reply to your telegram to Mr Gordon • about sth clause of New Sludge-channel Regulations, the Government do not desire to interfere in any way with the miners’ certificates for tail-races cut into channel, and it will not require the certificate to be cancelled when the miners permits expire.

“ H. J. H. Elliott. “Wellington, June 11, 1884.” We append clause 5 of the new Rules and Conditions for the channel, and also the two preceding clauses, with which it has some connection :

3. No person except the holder of a permit shall use the sludge-channel unless subject to these regulations.

4. All owners of tail-races whose rights to use the sludge-channel have expired, or shall hereafter expire, must, before they again use the sludge-channel, obtain a fresh right for that purpose. Provided that no right so obtained-shall be valid for more than twelve months without renewal or shall prevent the Government from at any time closing the sludge-chan-nel if at any time it shall be deemed necessary to do so, or entitle any person to compensation on that account.

5. Any party desiring to obtain a right to use the sludge-channel shall sign in duplicate a form of application to be provided by the Manager for that purpose. Such application shall state the number of men desiring to use the sludge-channel, and the term for which the right is required, and shall purport to be made subject to these rules and conditions. Tire Manager, if he approve of such application, shall forward one of the duplicate forms to the Mining Registrar, with his approval written thereon ; and the Mining Registrar shall endorse upon the certificate of the applicants a note in the following form, or to the like effect : “Right to use of Sludge-channel for men for months, under rules and conditions dated (date) “ Mining Registrar,”
