Melbourne, May 9. The Legislative Council in this city have expressed their opinion that the Victorian Government cannot enforce its claim upon the associated banks for any deficiency arising in the public accounts by the failure of the Oriental Bank, the conjoint liability upon -which Government based its claim being nonexisting in point of law.
