It is important and necessary that, publicans ami others interested in obtaiuing licenses should thoroughly understand what they h;ive to do jas all applications must be sent in on or before for the Borough of Kumara, the 17th daj of the present month and for Hohonu the 19th. Some doubt existing in the tuindti of the Chairmen of the liceiming d tricts of Greymouth, they accordingly consulted Mr Perkins, solicitor, of that town, as to the correct interpretation of the 56th and 57th clauses of the Act. Not being satisfied, the opinion of the Solicitor General was also obtained, and the answer was that the clauses of the Act must be interpreted and complied with literally, therefore it is imperative that all concerned should thoroughly understand what has to be done. The 56th clause says that every person who shall desiie to obtain a license, the same not being a packet or conditional license, must, at least 21 days before he makes his application to tho Licensing Committee, give notice of his intention to do so. He shiiil also affix it on the outer side or front of the principal entrance door, aud cause it to remain there till the day of licensing, and publish on three consecutive days in a newspaper circulating in the district wherein the premises are situate, a notice signed by the applicantsetting forth all particulars. The form of such notice is shown in the third schedule of the Act, and the clerk on receipt of a duplicate shall j cause it to be posted in a conspicuous
place in the Court House. Every application for a publican's, wine, bottle, or accommodation license, must be accompanied by a certificate signed \y ten householders to the effect that the applicant is of good character. Tbe 57th clause gives power fo ten or more ratepayers, male or female, to olject to the grantiug of a license. The Act is stringent, and the neglect of any of the forms prescribed in the Act, is deemed sufficient grounds for refusing the license, in fact the committee have no other power bnt to refuse the application.
