BRITISH AND FOREIGN. London, April 28 (Evening.) Both Hanlan and Trckett are in splendid condition for their race on- the Ist prox. Betting is 4tol on Hanlan. The announcement that Earl Spencer has been appointed to succeed Earl Cowper as Viceroy of Ireland is now fully confirmed. It has further transpired that the noble Earl, although resigning the Lord Presidency of Co ;n----cil. will continue as Lord Lieutenant of Ireland to remain a member of the Cabinet. A grand banquet, given by Australian colonists and others to Sir Henry Parkes, took place at Willis’s rooms this evening. H.R.H. Duke of Edinburgh presided, and a distinguished company was present. In the course of his speech on the occasion. Sir Henry Parkes quoted freely from the statistics of the colonies with the object of showing that the “Australian child” was rapidly becoming equal to its parent. April 29. Per Merchant Shipping and Underwriter’s Association—London, April 29. The ship Rakaia, outward honnd, has put into Plymouth with small-pox aboard, that disease having shown itself among the passengers while going down the channel. Telegrams have been received from Capetown reporting that the ship Permine has put in there, having lost her bulwarks and stanchions.. She had to jettison 20 tons of cargo. A -man named Young, described as a clerk, of Doncaster, Yorkshire, has been arrested on a charge of sending threatening letters tee the Queen with the object of extorting rn^ney. A fire occurred to-day at Aberdeen by which one large shop was completely gutted, and stock to the value of .£40.000 was totally destroyed. No loss of life occurred. The Select Committee of the House of Lords appointed to inquire into the working of the Irish Land Act has concluded its labors. In the course of the report that has been tabled, the Committee recommend that the State should advance to the tenants the purchase money of their holdings, in order that arrears ef rent due prior to 1878 may he cancelled. Bt. Petersburg, April 29. It is officially announced that the Czar has decided that measures shall he adopted without delay for the protection of the Jews in Southern Russia against a repetition of past outrages.
