BRITISH AND FOREIGN. London, April 12. The health of the Queen is much improved since her arrival at Mentone, and Her Majesty will return to England at an early date. Madrid, April 12. The stage of siege which was declared in the Province of Catalonia, on 31st ult., on account of taxation riots, has now been raised. Hong Kong, April $2, A rumor is current to-day that the United States screw frigate Richmond, 14 guns, has been totally lost with her crew of 600 officers and men. The report, however, requires confirmation. Berlin, April 11. The appointment of M. de Giers as Russian Minister for Foreign Affairs has been the cause of much rejoicing. The policy of M. de Giers, it is confidently expected, will tend to the establishment of greater harmony in the diplomatic relations of Germany and Russia than exists at the present time. Vienna, April 11. Great satisfaction is expressed at the announcement that Prince Gortschakuff retires from active political life, and is succeeded by M. de Giers,
