That the Council propose to borrow the sura of Eighteen Hundred Pounds for the above purpose. 3rd. That the Council propose to pledge as security for such loan— A. A special rate of One Shilling in the Pound on all rateable property within the Borough, b. A first charge on the gfenehal rates of the Borbngh. C.
