[Per favor of the Kumara Times,] Listen ! children of the Flowery Land ! while X address you. Know then that I am a mandarin with three tails, and am high ami mighty in the laud. J know all about water-races, dams, and sludge-channels, and am placed in authority so that I can give my Chinese brotheis great advantages over the l-atbarians, who are d'ggiflg pitfalls for me on evety side. They shall not prevail; and when I have overcome mine enemies, then, oh brethren, will I minister to your wants. Tlier. will we have the land to ourselves—the gold, the silver, the precious stones, and particularly the water, not one drop of which will the barbarians have to cool their tongues wiihal. I wdl always tell the Warden what he is to do, and he must obey me, for 10, I am great in council, and have authority over him. I will say of one party •' Behold these men have reviled you, therefore they must be cast into outer darkness;" and of another, "Lo ! one of these barbarians signed a petitiou, and neither he nor his comrades must have water." Thus will I " clear mine enemies off the footpath," as the wise Confucius said on a similar occasion.
