BRITISH AND FOREIGN. London, March 18. St. Patrick's Day passed off quietly in Ireland, no disturbance of any special note having occurred in any part of the country. Paris, March 18. The French press generally urge that negotiations should be re-opened between England and France for the conclusion of a fresh commercial treaty. Vienna, March 18. It is announced that the Emperor and Empress of Austria will proceed to Turin at Easter on a visit to the King of Italy. New York, March 18. Floods in the Mississippi River and its tributaries continue, and an enormous extent of country is inundated. Further serious destruction has lesulled to life and property, and it is estimated that fully 85,000 persons have been rendered homeless and destitute. Rio de Janiero, March 18. Disastrous floods have been experienced in this province owing to an overflow of Paranahyba River. A large tract of country is under water, and three towns have been almost completely swept away. Many persons have been drowned, and serious loss of property has been caused by the flood. Berlin, March 18. During a visit which he paid to the Berlin Academy to-day, the Emperor slipped as he was descending the staircase, and fell heavily. His Majesty was somewhat severely bruised, and is now confined to his rooms. Capetown, March 17. The Cape Parliament was opened today by Governor Sir Hercules Robin, son. In his speech his Excellency announced that it was intended to maintain a moderate force of Colonial troops in Basutoland for the present in order to ensure due observance of the laws by the natives and to prevent any outbreak among them. LATEST AUSTRALIAN NEWS. Melbourne, March 18. At Windsor station, on the suburban line of railway to-day, a train of many waggons was run into by an expivss train, and the passengers in the latter were much shaken and several of them suffered slight injuries. The express train had a narrow escape from total wieck. _ Government have now definitely decided to complete the defences of the Colony, and reorganise the military forces. Arrangements have been made to carry out the work with the least possible delay.
