(to TUE EDITOR.] Sir—This lias become such an intolerable nuisanbe that the local governing bodies should appoint someone at (say) one shilling per dog and hunt up the owners of these unregistered pests wandering about the highways and snapping at the lower understandings bf unsuspecting females.
