BRITISH AND FOREIGN. London, February 14. The debate <oi the Address in Reply to the Speech from the Throne was, after further discussion, concluded, and the Address voted by 87 to 22. In the House of Commons to-day, the motion introduced by Justiu APOarthy, member for Longford, censuring the Government for its administration of affairs in Ireland, was finally concluded and rejected. February 15. In the House of Commons to-day, Sir Charles Dilke, Under-Secretary for Foreign Affairs, in reply to a question, stated there was no foundation for the intelligence recently published of the revolt at Herat, in Afghanistan. Constantinople, February 15. Intelligence has been received that Commander Selby, of Ii.M.S. Falcon, shooting near Avtika, a town on the southern shore of the Sea of Marmora, was attacked by several armed men and severely wounded. The Porte has, in compliance with the demand of Earl Dufferin, the British Ambassador, ordered that steps should be taken to arrest the authors of the outrage, and with this object a Turkish ironclad will be despatched without delay to Artika. Vienna, February 14. TVlegra ms from the seat of operations in the disturbed Provinces are to hand, in which the Anst'ian commanders claim that the rising in Bosnia, Dalmatia, and the not them part of Herzegovina, had virtually collapsed. The southern portion of I lie last-named Province is now stated to alone be the scene of disaffection.
