BRITISH AND FOREIGN. Londox, February 8. The Queen will proceed to Meiitone, in Italy, in March. Her Majesty's medical advisers have ordered that she should take a complete rest and change. In the House of Commons to-day, Gladstone was questioned as to what action, if any, the Government proposed to take in regard to the persecution of the Jews iu Russia. In reply the Premier deplored the outrages which luve been committed against the Jews, but stated that the question was internal and not an international one. Government would, however, he added, intercede with the Russian authorities when fitting occasion arose. The motion of Gladstone, for the adoption of the cloture will be opposed bv Sir Stafford Northcote, as leader of the Conservative party. Constantixoi'Lk, February 9.
