"J. R."—The Act states that "No person shall be qualified to be elected or to act as a member of a Licensing Committee during the time he holds a paid office under the Government of the. colony, or under the Council of any county or borough." The candidate referred to does not hold office under the Council of the Borough ; he is elected by the ratepayers, and therefore holds office under the Borough.
