BRITISH AND FOREIGN. London, October 3. Sir Stafford Northcote made a speech to-day at Hull, in the course of which he expressed the opinion that it was necessary for the Government to take rigorous measures to prevent the Land League doing auything to nullify the effect of the Irish Land Act. Athens, October 3. Intelligence has been received that despite the transfer of territory in Thessaly to Greece, a difficulty has arisen on the frontier. The Turks are obstructing the occupation of territory by the Greeks, and it is apprehended that some fresh trouble may arise.
