BRITISH AND FOREIGN. London, June 15. Tenders for the Otago Harbor Works Loan of £ 100,000 were opened to-day. The total amount offered was found to be over £200,000. The tenders at £lO5 Is and upwards will receive allotment in full. In the House of Commons to-day a motion affirming the principle of Local Option in connection with the licensing laws was, after a lengthy debate, carried on a division by a majority of 42. Constantinople, June 15. The Porte has issued a circular to the Powers notifying that it will not recognise the French protection of Tunisians residing in Turkish territory, and under Ottoman rule. LATEST AUSTRALIAN NEWS. Melbourne, June 15. In the Legislative Assembly to-day the debate on Sir Bryan O’Loughlin’s motion that the Reform' Bill should be again referred to a committee of the two Houses was resumed. In the course of the afternoon and evening several speakers addressed the House in favor of the motion. The debate continued till 10.30 p.m. Sydney, June 15. Another European has been attacked with small pox. The sufferer resides in Cumberland street, some little distance from the scene of the first outbreak at the residence of Ou Chang, in George street. Alarm throughout the neighborhood and the city generally is increasing.
