BRITISH AND FOREIGN. London, May 19, The Bight Hoti. W. E. Gladstone is recovering from his recent indisposition, and is now able to transact business. Constantinople, May T 9. Telegrams have been received by the Government from Smyrna to the effect that Midhat Pasha to-day gave himself up, the French and other Foreign Consuls having refused to afford him an asylum from the Ottoman Minister of Justice. St. Petersburg, May 19. General Ignatieff, who was recently appointed Minister of the Interior, has issued a circular with reference to tbe intentions of His Imperial Majesty the Czar, in connection with the present internal condition of Russia. The circular says that every effort will be made to extirpate the spirit of rebellion among the people, to strengthen the rdigious faith and morals of the peasantry, and to lessen their burdens. The aristocracy generally extol the terms of General Ignatieff’s circular.
