The Waterloo Cup has been won by Princess Dagmar. Constable, the noted jockey, is dead. American smuggling vessels, chiefly from San Francisco, have become so numerous on the coast of Eastern Siberia that the Governor-General asks for a Russian Naval force to suppress them. President Garfield's inaugural address was telegraphed verbatim to the London Press, and produced an exultant impr&ssiom Both England and Americans alike admired it for its style and wise moderation of tone. The journals praise liberally the new President's political good sense, and augur a prosperous administration. The attempt to hold Home Rule meetings at Coventry, tinder the auspices of Arthur O'Connor and Finnigan, led to a free fight. The General World Fair to be Held in New York in 1883 will probably be abandoned. There are no subscriptions coming in. Lord Derby denies that he is to enter the Ministry. Mahomet Jan, the Afghan leader, has been murdered. It is rumored in Paris that Herbert Von Bismark, son of the Chancellor, has eloped to Italy with a German Princess, wife of a high Dignitary of the Court of Berlin. Ash mead Bartlett, husband of Baroness Burdett Coutts, U threatened with a breach of promise suit. Lord Roseby has given an order to Mr Boehm to execute a statue of Carlyle in marble. A Fenian Loige was discovered in Lancashire where arms were secreted. In a leiiten pastoral, issued by the Irish Roman Catholic Bishops, the people arft earnestly warned against joining illegal secret combinations, while the strongest sympathy is expressed for their trials. A French nlan-08-War will be sent to China waters, and a war vessel detached to the Tahite Islands. Two million five hundred thousand francs are asked by the Government to suppress piratty in Tonquin. The Hawaiaian Islands are being devastated by small pox, recently imported in the brig Cassandra, from Cauton v while the inhabitants are flying in disdisrilay, although the roads and paths leading out of Honolulu are closely guarded. The mail steamers will not take anything on board except mails, and remain outside the reefs to receive them. Mongolians are arriving in large numbers, and are appropriating Native women. The affairs of the islands are far from satisfactory. The Canada railroad is being pushed on with the utmost rapidity. In the glass ball match, Dr Carver, for three days ending March 4th, shot 2882, and Scott 2883. The Lingards are engaged at Baldwin's Theatre, San Francisco. The trial of Isaac Kalloch, for shooting Charles De Young, is now in its 37th day. The testimony is conflicting. _ Reports from Rome state that a terrible earthquake took place at Cuscamassia, Island of Ischia, on Friday, March 4th. The first shock occurred at 1.30 in the afternoon, and the second an hour later. The whole of the upper part of the town is destroyed, and two thermal establishments seriously damaged. The probable loss of life will reach 300, and the damage to houses and property will amount to 10,000
francs. Thirty thousand people were deprived of a shelter. The shocks were accompanied by a noise like subterranean thunder, and then came the crasli of falling houses mingling with the shrieks of the victims. Many deeds of heroism were performed hy the soldiery. The scenes were harrowing. Mothers, wives, and children were sfriving to snatch the dead from the biers on which the soldiers were carrying them away. Further details say that 300 detached limbs arid fragments of bodies were dug from the ruins. An .incident is reported of a handkerchief fluttering from ah upper storey of a building} on 3eeing which Col. Parodie mounted a ladder, and, entering a window, reappeared with a woman unhurt, but insane. AMERICA. President Garfield's inauguration; notwithstanding the stormy weatheri was a brilliant affair. Nearly 50,000 people were massed in front of the capital at Washington; and the address is pronounced one of the most careful and statesmanlike documents ever delivered there. General W. S. Hancock, the 7 defeated democratic candidate, was pre* sent at the head of his brilliant stall 1 , and by the attentions paid him, seemed to divide the honors of the day with his successful rival. A terrible blow up 6f an explosive manufactory occurred at West Berkley; near Sari Francisco, on March 4th. The buildings were reduced to kindling wood, and three Chinamen and twd white men were torn to pieces'. . The Assembly of the State of Maine has indefinitely postponed the resolution expressing sympathy with the people of Ireland. A tiommittee of New York residents' with Dutch ancestry, formed to assist the Boers in the Transvaal, has disbanded, finding no sympathy or encouragement. •Wealth} men from San Francisco are buying real estates largely in New York. L. O. Mills, of the Bank of California, recently paid 1,250,000 do'l : lars for property on Wall and Broad streets and Exchange Place. The Catholic Orphanage at Hyde' Park, Scrur.ton, Pa., tfas burned, and seventeen children were lost, fourteed boys and three girls. The Chinese have been refused naturalisation as American citizens iri the United States Circuit Court. The action of the Court has been denounced by the Press. An immense corporation has been organised in St. Louis, the purpose of which is to forward grain in bulk and all kiridS of prdduce and merchandise) ftoui St. iidiiis to Liverpool and othei foreign ports. General Grafit positively refused ari invitation to attend the Garfield inaui gmation at Washington on the 4th of March. American capitalists, principally thg firm of Shipraan, Barlb'w; and M'Farlane, who have projected tlie .underground railway in .New York; will send General M'Lellon to London to' p'kee the shares on the English market. Lieut. Schawtka, U.S.N., has offered to place at the disposal of H. M. Government the Franklin relics recently discovered. Mr Beecher has cancelled all lecturo engagements, and will devote himself exclusively to church duties in future. His congregation had become dissatisfied, and an effort was being made to. compel his resignation as pastor. An American citizen, after some litigation, has come into possession of Fernando de Nergula Islands, off the coast of Brazil. He claimed by right of discovery. On this and Rolas and Atrothos islands are 9,000,000 tons of valuable phosphate.
