BRITISH AND FOREIGN. London, March 21. It is announced that Sir Hercules Robinson will be one of the members of thß Royal Commission of Inquiry into the demands of the Transvaal Boers. Telegrams are to hand to-day from Natal reporting that the armistice between the Boers and the British troops, which expires to-day, is to be prolonged for another fortnight. The requirement of the conditions of peace that the Boers should surrender their arms is the sole difficulty in the way of a complete understanding for the cessation of hostilities being arrived at. March 22. Their Royal Highnesses the. Prince aud Princesses of Wales started to-day on a visit to St. Petersburg!]. Calcutta, March 22. Intelligence has been received to-day from Cabul that the Ameer, Abdul Rahman, has despatched a large body of troops to Oandahar. The movement is believed to be an act of precaution agtiinstanv action on the part of Avoub Khan.
LATEST AUSTRALIAN NEWS. Melbourne, March 23. The Age'%o-day states that the Government intend to support a Bill which will shortly bs introduced in Parliament to exclude the Chinese from voting at elections. COLONY OF NEW IRELAND : ABANDONED. Sydney, March 23. The steamer City of Melbourne has arrived here from Noumea and reports that the steamer India has arrived from New Ireland with 300 of the Marquis De Ray's immigrants. Their provisions and water were exhausted. Seven died on the passage, aud four after arrival at Noumea. They report that the Colony at New Ireland is virtually abandoned. The immigrants of the India refuse to land at Noumea, fearing fresh deception, and demand conveyance to Barcelona. They are entirely dependant for the common necessaries df life on the benevolence of the New Caledonian authorities. ACCEPTANCES FOR SYDNEY CUP. Sydney, March 14.
