BRITISH AND FOREIGN. London, March 2. It is announced that Generals Sir Donald Stewart and Frederick Roberts are to be created Baronets. The House of Lords has read the Irish Coercion Bill a second time. In the House of Commons last night, the Irish Arms Bill was read a first time, and the measure was voted “ urgent,” in order to give special power to suppress the obstruction to its passing through the House. With a similar object, the consideration of supply was also declared “ urgent.” ♦ LATEST AUSTRALIAN NEWS. Melbourne, March 3. It is considered to be improbable that the division on the Reform Bill to-night in the Assembly will be a party one. After the second reading, Mr Murray Smith will move to refer the Bill to a Joint Committee of the Council and Assembly, hut it is not known what action the Government will take in the matter.
