London, February 9. In the House of Commons last night the Irish Coercion, Bill was read a second time. The division showed a majority of 300 to Government. , Intelligence has been received from Panama that the first hatch of engineers has arrived, and preliminary operations with the construction of the Isthmus Canal will now be commenced.
February 10. The race which takes place on Monday next between Hanlan and Laycock is generally regarded as a certainty for the former. Betting is now 3 to 1 on Hanlan.
Capetown, February 9. Further official intelligence from Transvaal states that Sir George Colley is advancing with a force to clear the road to Newcastle. He seized the plateau of Ingogo, when the Boers made a strong opposition. Heavy fighting ensued, lasting fully six hours. Both sides suffered severely, but the enemy were finally repulsed with heavy loss , and withdrew at sunset. The British troops then returned to camp, where General Colley hopes to maintain his position until the arrival of reinforcements.'
Constantinople, February 9. The Porte has decided to raise an international (I) and levy a poll tax to defray the post of the last war.
