The Counties Act Amendment Bill, introduced by the Government, (writes the correspondent of the Press), extends the meaning of the expression "Public Works" by making it include works for the purpose of water supply, irrigation, and drainage. It empowers a County Council to make by-laws regulating the weight of loads to be carried on roads, and provides for bringing pounds under the Counties Act; also, for merging districts, into one another and apportioning their liabilities. It empowers counties to lease ferries and reserves without auction or tender, to contract for building bridges and collecting tolls; several adjoining counties being permitted to unite in such contracts.; to construct tramways and make regulations for their management under certain restrictions. Lastly, it repeals section 29 of the Public Works Act, 1878. : The Natal Mercury say3': Rumours are afloat regarding the discovery of gold in Zululand. It is' quite true that a fine little nugget, weighing one ounce, has been brought in from the northern side of the Tugela, but it is quite premature as yet to say that a goldfield has been discovered. Nearly £4OOO has been collected, towards the fund for erecting a memorial to the late Prince Imperial. . The sympathy of the united services towards the object is evidenced by the large number of members who have contributed, which includes field-marshals, admirals,. generals, and officers of the staff at home and abroad. Among the stories which are told at St. Petersburgh of the attempts made by the Nihilists to penetrate into the Winter Palace is the following—General Gourka, when Governor of St. Petersburgh, had the right of entering at any time into the Emperor's room without being announced. Once, however, the doorkeeper, seeing something unusual about his appearance, stopped him, saying that it would be necessary to inform the Emperor of his arrival. The General objected at first, finding that the doorkeeper only grew more suspicious, ultimately agreed to his being announced. The doorkeeper then told the Emperor of his doubts; upon which the latter went to a writing table in his room, which was connected by telegraph with General Gourka's residence, and telegraphed, '• Where is Gourko?" VAt home," was the reply. This of course settled the point; the false Gourko was at once arrested, and turned out to be a member of the revolutionary committee.
